Anhinga or American Darter is a water bird but nature has played a little prank with it - its feathers are not waterproof. Therefore darter is barely buoyant and quite often only neck is above water. To restore a normal situation, the feathers must be dried after every swim. Hence this kind of pose - where the bird is ventilating the wings - is the most common you can see anhingas.
